Title: Jeep Grand Cherokeen WK1 3.0 CRD engine revs issue

Today when I drove my Jeep it was as if the cruise control was on all the time as the vehicle did not slow down much on the over run.
When in Neutral if I revved the engine the revs would climb easily to 2500-3000 rpm but would take up to 20 seconds to fall to a 1000 rpm then a while longer to normal idle speed. It was as if the throttle cable was sticking. It was a bit tricky reversing it up my driveway as the revs were so unpredictable.

Any ideas where to start looking at the cause?

First thoughts are sticking throttle body/butterfly/cable. Check and lubricate.
Start the car, open your bonnet, and try to replicate the issue by manually adjusting the cable, and see what you can see.
