99 XJ Screen blower problem

Actually 2 problems, but I can see lots of posts relating to the fan only working on high, so off to try a resistor pack first on that one.

BUT, does anyone have any idea why the fan will only blow on the screen no matter where the direction control is set? It's beating me at the moment.

flaps etc are operated via a vacuum source, if you got no vacuum nothing moves.

Make sure the plastic vacuum tank in the front bumper isn't broken/missing/disconnected.r
