ok got a tj with cruise (preg td) air bag need to change steering wheel
any ideeas thanks .

I don't know about Jeeps specifically, but you should always remove the battery and wait for the capacitor to discharge BEFORE  you attempt to work on the steering wheel and/or the air bags.

Again, ONLY for guidance, this can be around 20 minutes.

its a lesther s/wheel and the horn bit is nackerd and the leather is dropping off a mess

Disconnect the battery and go have a cuppa.
Undo the two screws on the back of the steering wheel to release the airbag module.
Disconnect the wiring from the airbag module and store somewhere safe, face up.
Disconnec any other wiring to the clockspring.
Undo the central nut and then remove the 'wheel with an appropriate  puller.
Take care not to rotate the clockspring mechanism (the bit the wiring goes into) when the 'wheel is off.
BTW, if the horn switch isn't working the clockspring could be duff.

dont wanna question Mike here   , but.......

on a 96, arent there 4 screws that hold the airbag in place & if so, there is a screw to withdraw the firing pin under a cap on top of the wheel boss?

No, That only applies to the old '95-96 XJ mechanically triggerd airbag. The later ones are allelectrically fired so have no firing pin. They have two hex head screws, 8mm if I recall.

ok done job no probs diss earth of batt have a cup of tea wheel off had to make a puller new one on all done 45 mints thanks for info .
