I have these on my TJ.  Well made kit that looks good, but £1300 is way too much to pay for 'em new.  Sounds like Specialist Leisure prices!  8)

Front Bumper http://http://shop.teamwrangler.co.uk/category66_1.htm

Rear Bumper http://http://shop.teamwrangler.co.uk/prod47.htm

Tyre carrier http://http://shop.teamwrangler.co.uk/prod50.htm

Having said that, £500 for the set is a pretty good price, as long as there's no major damage.

One word of advice.  The powder coating on these is crap - clearly not designed for UK conditions.  Mine have started going rusty already, and they're less than a year old.  So before you fit, even if brand new, consider getting the powder coating removed, and something decent to replace it.

You can see some photos of mine in my album.

Of course these aren't 'Winch' bumpers ..... generally though, unlike Landrovers, TJ's have 'offroad' bumpers with seperate winch mounts. The mount effectively sits on top and set back from the bumper ... coincidentally I've already emailed Lance offering to buy these so mitts off

You're right of course Matt - perfectly feasible to fit a winch plate atop a stock TJ bumper.

It might be worth having a word with ponyracer.  I think he can fab tubular stuff up.

If you are looking for a cheap option? Purchase a Land Rover winch plate and then get a decent piece of 1/4" plate and adapt it to to the TJ? No major tools needed, angle grinder and a drill. Plus some decent 8.8 graded bolts? This one i made sits on top of the original bumper. I see if i can get a picture of it on the front on my mates TJ. Easily get a plate for a 8274. Phil @ PG Winches is a good place to start.
