Hasn't the XJ got motors that move fins which re-direct the air based on the setting ie. different positions for vent/heat/aircon. Sorry, its raining and I don't feel like getting wet to check!
Check all the vent holes for air, it may be stuck on heat, which blows air into the footwells.

No filter.

The air distribution is vacuum operated, have a look under the left hand front bumper and make sure the vacuum tank is intact and connected.

Maybe it's stuck or recirculation as the air flow is non existant no matter what fan speed you have.
