Title: Heaters Stuck on Hot

Hi there everyone.  I own 2 UK model Grand Cherokee Orvis's Ones broke and I use it for spares its a 1998 model,

I recently purchased the second as the ecu went down in my other however the new ones heaters are stuck on hot.  I have had the air con regassed but everytime i put the fans on in the car only hot air will come out of the vents.  The car has now been in a local garage for 9 days and they are struggling to find the fault.  The air con in my old car does not work however the air will come through at the outside temp.

Any ideas please would be great.
