what jeep is it

the flashing headlights is a classic for the xj's. upgrade the light bulbs and overload the lightswitch causing it to switch on and off. The best way to stop this is to run the headlamps through a relay. see the "gojeep" site for a more explained process.
The hand brake may just be a loose connection underneath. what does the handbrake feel like, i.e how far can it be pulled up ? does it hold the jeep when it is on ? you might have a siezed handbrake cable.

its a 94 xj and the handbrake will only come up 4 notches but holds the jeep
