Which service manual???

I have the service manual on CD, the PDF ones for my 1999 2.5tdi  but some of the sections have 2 entries like
* 19 Steering
* 19a steering

any clues which one I should use?

Why not just open up the PDFs and look at them?

The section 19a is titled "POWER STEERING—2.5L VM DIESEL"

The normally numbered sections are the usually most detailed. The sections with a letter suffix are more specific and may cover differences between RHD/LHD, Petrol/Diesel etc. or different parts of the electrical system - starting charging ignition and so on...
