Just a thought....
If you can source a dial test torque wrench like this: ebay; 160702401981
Then you can just do up till the rolling torque value is met.
Thats how i've done it before, and the dti wrenches are relativly cheap, 2nd hand.
Wouldnt reccomend hiring. The last and only time we used a hired 1" torque wrench. It came with stilcen marks on the barrel! They were using it to loosen truck wheel nuts with it

That E-bay tool (rolling torque indicator) is similar to what i borrowed from work and ideal for the job, sorry I cannot lend it to you, but at a pinch you can work something out with a spring balance and calculate from the nut in multiples of one inch, e.g, a 6" long bar, with a pull of 2lbs on the end is 1FT lbs or x 12 inch lbs.

Bit late as I didn't get on here yesterday but I have a Park Tool 1/4" drive 60 inch lb beam type torque wrench that does the job.
