mk1 2.5td xj lack of power?

I know it isnt a petrol but  it feels much less responsive than my previous facelift diesel, am I right in thinking its because the fuel delivery systems are different, I thought the later models had fly by wire throttle?
There is plenty of power once the turbo wakes up, over approx 2700rpm but little before, is this normal please?

the diesel i had was a bit sluggish below 2500rpm but nothing realy to worry about it's a diesel. all are sluggish without a turbo

First impression when I bought mine was lack of power.

I think because, after my old Fourtrak with it's lower gearing, town driving in the xj was a pain - To drive in town & keep to the 30mph limit, I found  3rd gear is the only one the xj likes, 4th @ 30 & it's struggling, 35 it likes.

Open road no problem, so more to do with gear ratios than bhp I reckon?
