Do many people have DRB3's in the UK?

What's the situation in the UK as regards issues with Jeeps that require a DRB3 scan tool? Do people just have to go to a dealership, or do independent shops generally have them? They still seem to be dastard expensive even on the used market in the USA - around $3000.
I picked up a DRB2 on eBay for the 1993 ZJ I have here in Dubai, but that's only useful for OBD1 Jeeps and when I move back to the UK I'll almost certainly be getting an OBD2 ZJ.

You don't need a DRB3 to read OBD2

I'm not referring to simply pulling OBD2 engine trouble codes, obviously any cheap generic OBD2 reader will do that. I'm talking about all the Jeep-specific stuff that isn't part of the OBD2 spec that you need a pro-level scan tool to do, like pulling ABS codes, running ABS bleeds, interrogating the modules on the CCD bus (aircon, security, BCM etc), running actuator tests - all the stuff you need a DRB3 or better scan tool to achieve.
