Use a used one from a '97-01 XJ if you can't get one off a TJ

Should the power steering cap lock? When I turn it, it goes tight and then I can continue turning it (it is quite stiff) and it becomes loose again.
Is this normal or should it lock solid?

That's the fluid cap on the reservoir. Realised after reading it is confusing to read.
