Rubber flap under grill - do i need it ?

If you look in  this picture there is a rubber flap hangin down in the front of the vehicle under the grill. I keep putting it back into place but it always falls back. What is it and is there a way to secure this and do I even need it ?

I have one on mine, its like a sheet under the engine that stops all the water and crap from the road getting up in the engine bay.

mines loose, can you get a replacement or an alternative - skid plate perhaps ?

A steering skid of a Mk1 will fit a Mk2, but they weren't standard on Mk2s.

I ripped mine off 3 years ago. Got fed up with it hanging down and I've never had a problem with it not being there.
