cooling fan--2.5td vm

my fan turns all the time,is this normal even when its cold/freezing

any idea,s what does yours do,thought these fans engaged when engine came up toor just over 80c

it does turn all the time - but speed should vary from say 20% of engine speed, and when locked in at around 80% engine speed
