Loose or split Turbo & inercooler pipes can cause these symptoms
a collapsing turbo intake hose will also cause symptoms like you say
There may not be anything wrong with it. I seem to remember, when the 3.1 came out for 2000 model year the went ok, but later on for '01 they model year Chrysler remapped the Bosch controller for better MPG, resulting in them being flat as a pancake at full throttle/higher RPM.
