tj axle shaft

yesters i stripped a dana 44 from a tj nothing odd in that but i was surprised to find the pressed locking collar had been welded to the shafts  i have only ever come across this once on a tj and in that case it was to make a bodge repair sound  but the shaft was bent

i am wondering if anyone has heard of this as some kind of accepted practice

I reckon the previous 'mechanic' didn't have a press so he cut the original one off to replace a bearing or seal and then filed the new ring so it was easy to put on, then welded it.
