Loose/Knocking Steering Column

I'm trying to diagnose why my steering column in the XJ feels loose and has a definite knock.
It's been like it for well over a year, but coming from the ZJ has made me notice it again.

The steering wheel basically has up/down play even when the tilt is locked in position. If I adjust the tilt, it will be okay for a while but soon it'll get clunky again.

It hasn't changed even after taking out the steering column to do the heater core.

Any ideas on this?
